INCIDENT REPORTING PROTOCOL

Every field deployment generates a mandatory incident report. Failure to comply constitutes a breach of operational security and will result in immediate disciplinary review. The following directives are non-negotiable and enforceable by the Directorate.

CHAIN OF AUTHORSHIP
The highest-ranking operative present during the deployment is solely responsible for authoring the incident report. Rank is determined by official ETTRA grade at time of deployment, not field seniority. No exceptions.

MANDATORY DOCUMENTATION
Every single incident that occurs during a deployment — regardless of perceived significance, duration, or outcome — must be entered into the official record. Undocumented incidents are treated as willful concealment.

PEER VERIFICATION REQUIREMENT
All other operatives who participated in the deployment are required to review and counter-sign the report, confirming factual accuracy and completeness. No operative may verify a report they authored.
DISCIPLINARY LIABILITY
Any disciplinary action resulting from omitted, falsified, or incomplete details is directed exclusively to the report's author. Verification signatories bear secondary liability for counter-signing an incomplete document.

FIELD CONDUCT & OPERATIONAL STANDARDS

INFORMATION CONTAINMENT

All intelligence gathered during a deployment is classified by default. Operatives are prohibited from discussing, sharing, or referencing mission details outside of secured Directorate channels. Breach of containment is treated as a Category I violation.

VIOLATIONS & ENFORCEMENT

The ETTRA Review Board holds final authority on all disciplinary proceedings within the BLACKOUT division. The following violation tiers are defined and enforced without exception. Ignorance of protocol is not a mitigating factor.

Blend through routine, not disguise. Every operative carries three concurrent identities — rotate daily based on mission environment. Maintain one "static" local reference identity for continuity across contacts.

🎙 INTELLIGENCE GATHERING

Use conversation as collection — ask peripheral questions, avoid curiosity cues. Log information through voice pattern encryption. Devices automatically strip audio identifiers post-upload.

📦 CONTROLLED TRADES

Only perform exchanges authorized by task directive. Carry decoy goods at all times. Anomalous items must be tagged with tracer code and retrieved within 48 hours. Never store genuine anomalies in personal quarters.

The field operations window demands full immersion in cover identity. Lapses — even minor — accumulate into exposure. Every interaction is a potential collection point or a liability.
